Tamil Nadu has been showing poor performance in budgetary allocations and planning. This year's budget is not pro-poor, but poor in development and future planning. The state's industry which hitherto survives in some sectors, and in some other sectors even flourishes, not because of the state government's budget or its planning, but because of its Private Industry, its motivated Entrepreneurs, and its talented Workforce.
Kalaignar Magalir Urimai Thittam (Party Leader's Grant of Women's Right for Free Money)
This is supposed to be one of the biggest achievements of the ruling party DMK. The present party leader is so proud of this scheme that he announces that, till his death, he will give such free money. What a shame! Who is the Party Leader to give free money to someone, who has done nothing? If the Party Leader wants to give money to such people, he should give it from his own money or at least from his party coffers. But he is getting money from the Taxpayers, who are honest businessmen and the workforce, (because if you are not honest, you won't pay tax in the first place), and distributing it to the people, who don't work at all. The budget for this free money is Rs. 13,720 Crores, which is twice the amount allocated for higher education which is Rs.8,212 Crores. This is a blatant attack on the growth and development of the state. What taxpayer wants is not to give free money to someone, who simply doesn't do anything at all. But allocate it to sectors, which multiplies their income. For Example, make our Services Sector Workforce competent by building world-class Higher Education Institutions, so that the world would want to do business with Tamil Nadu's Industry and Business Conglomerates. Eventually, everyone prospers together. Do not give money to someone, who simply eats and sleeps. The party leadership should be ashamed of formulating such an irresponsible policy.
Thayumanavar Scheme to rescue the poor (The Grant Scheme declares the Party Leader, the Poor's Mother too, and gives free money)
In this Scheme, the Government of Tamil Nadu gives free money worth Rs.27,922 crores to the poor. Well, everyone agrees that it is the state's responsibility to uplift the poor. But it should be in a way, they stand on their own and contribute to Tamil Nadu's economy too. Give them proper Vocational training, so that they learn the ways to make money and earn by themselves. The budgetary allocation for this scheme alone is thrice than allocated for Higher education. If Tamil Nadu keeps on doing such kind of unsustainable expenses, everyone in Tamil Nadu will need to enroll themselves in this scheme, once everyone becomes poor too. Those Taxpayers who pay for such expenses will leave the country and go to some rich country like the United States, where their work is respected and renumerated fairly. When that happens, these poor will come to the party leader's home and take away their properties. Because there will be no money left in Tamil Nadu to fund such schemes.
School Education
There is a myth going on in Tamil Nadu that Government spending on School Education is giving results. It is absolutely wrong information. The College where I studied, Madras Institute of Technology, a constituent college of Anna University, which is the highest-grade college in the whole of Tamil Nadu, there was only one student who came to my class from Government School, that too because of reservation in the Institute. The salary of an average Government School teacher is twice that of a Private School Teacher. But only 1% of Government School Students go to Higher Education of significant importance. Perhaps even less. Then why is the government spending huge money (In this budget Rs.44,042 crores) on a worthless underperforming institution? Because it can get them votes. The Teachers and their families constitute a substantial amount of share of votes. Their influence on the vote bank is huge too. I have suggested a school reform, where high-performing students from rural areas get a high standard of education on par with Private Schools.

I suggest giving Vocational training to the remaining students who may not flourish under the traditional course of study given by the government but can excel in other fields like the Automobile Industry, in which India is shining compared with Global Standards. Despite giving Rs.44,042 crores to these government teachers, the Government wants 25% of Private School seats to be reserved for poor students, which is unsustainable and unacceptable for Private Schools. Tamil Nadu Government should allocate more to institutions that deliver results like Colleges of Higher Education, than to underperforming Government schools, which is a waste of expenditure. Instead convert these schools to vocational training centers.
Conclusion
Finally, this Tamil Nadu Budget 2024 is a total failure, not addressing any of the needs of the people who contribute to the growth of Tamil Nadu. It is full of false promises including new electric buses, which never see the light of day. The policy on Artificial Intelligence tries to provide guidelines, with no budgetary allocation of any sort to that. Even if it allocates some money, still it will go to useless people who pay bribes to the government. Artificial Intelligence will flourish only by the Private Industry who compete with each other and develop innovative products. The news about AI is simply a gimmick in the Tamil Nadu Budget 2024, to attract some people who are unaware of its implications.
